Franklin Drilon, Filipino lawyer and politician, 22nd President of the Senate of the Philippines
Franklin "Frank" Magtunao Drilon (born November 28, 1945) is a Filipino politician serving as the Senate minority leader since 2017. Since 2010, he has been on his second stint in the Senate, first serving from 1995 to 2007. He served thrice as president of the Senate: in 2000, from 2001 to 2006, and from 2013 to 2016. Having served as Senate majority leader and Senate president pro tempore in the past, he is the only senator who has served in all four major leadership positions of the Senate. A member of the Liberal Party since 2003, he has been the party's vice-chairman since 2011 and has previously served as the party's chairman and president.
He also served as Secretary of Labor and Employment, Secretary of Justice, and Executive Secretary in the administration of President Corazon Aquino. He became Secretary of Justice again during the administration of President Fidel V. Ramos.
Drilon was born and raised in Iloilo City and studied law at the University of the Philippines. He placed third in the 1969 Bar Exams and worked as a private practice lawyer before joining the government.
